Celtic-Plus is one of the seven thematic clusters of the EUREKA programme. Its objective is to define, support and finance collaborative projects in the field of telecommunications, new media, the Internet of the future and applications and services participating in the setting up of a new "smart connected world" paradigm.

The Celtic-Plus cluster supports business-oriented technically innovative collaborative projects. The project's industrial partners must show a strong involvement in the project and be in charge of its coordination (projects may involve academic partners, however, the main target is companies).

The projects targeted are business-oriented technically innovative collaborative projects focusing on communication technologies and applications and, in particular:

  • the emergence of new personalised services adapted to consumers' needs and to the digital revolution in progress

  • the development of new infrastructure solutions in preparation for a completely connected world.

Although all R&D stakeholders are invited to participate in projects, the project's industrial partners must show a strong involvement in these.

The projects selected in the frame of the Celtic-Plus cluster do not receive any funding from this organisation but a label. They are financed by national funding agencies (Innoviris for Brussels) according to their own specific funding rules.

The projects must meet all of the eligibility criteria defined by the Celtic-Plus programme.
Furthermore, in order to obtain funding, each partner must meet the eligibility criteria defined by its national funding agency.

For Brussels research organisations, the financing conditions are as follows. 

Celtic-Plus programme criteria
  • the project submitted must be written in English

  • at least two independent legal entities located in two EUREKA member countries must be part of the project

  • the project must cover one of the themes described in the Celtic-Plus Purple Book (the cluster's strategic document)

  • the project must last 24 to 36 months, for a budget of €2M to €70M

Innoviris' criteria 
  • develop all or some of its activities within the territory covered by the Brussels-Capital Region

  • present an innovative RDI project managed in collaboration with a Brussels small enterprise and likely to have a favourable impact on employment and/or sustainable development of the Brussels-Capital Region

  • have fulfilled its obligations in the context of previous support initiatives allocated by the Region.

Those eligible are companies and research organisations (universities and higher education institutions). However, universities and research organisations are only eligible if, as part of the project, they are collaborating with a Brussels-based company. Also, no individual partner alone is allowed to support more than 70% of the project's cost.

If the applicant does not fulfil these criteria, Innoviris will not be able to provide funding.

The applications must be submitted at the same time as the project's submission to the Celtic-Plus secretariat. Applications may be submitted to Innoviris via the Explore or Shape measures using the form available in the French and Dutch version of the website.

Type of financial intervention

Financial aid may be allocated as a grant.


Rate of financial intervention (maximum)

Financial aid may cover 100% of the project's costs.
